Cuba establishes state inspection procedure related to animal welfare


How Cuba will implement the state inspection on animal wellbeing was indicated in one of the more recent editions of the Gaceta official, according to the state newspaper Grandmother.

In his Number 151, of December 29, 2021, the Gaceta official lists the authorities empowered to deal with infringements, apply the provisions and decide appeals against measures taken with due regard for animal welfare.

The procedure is the responsibility of the owners, natural and legal persons, who keep and own animals, in accordance with the provisions of Legislative Decree 31, and provides that the inspectors of the State inspection systems of the Ministry of Agriculture, once the offending behavior is known, immediately apply the corresponding measure as established.

For this request, the inspectors must have proof, approved by a committee, referring to the incriminated behavior in question, as well as supporting documents. According to the source, appeals can be lodged against these measures before the municipal agricultural delegate, within five working days of notification.

Animal welfare: the complexities of a decree-law

This resolution is applicable to the Director General of the National Animal Health Center, to the Inspection Director of the central body of the Ministry of Agriculture, to the provincial and municipal delegates of agriculture and to the interim inspectors of the agricultural system.

Authorized authorities may also request extraordinary inspections when they learn, through complaints, reports or extraordinary events by telephone, mail, social media or any other means, of the existence of unlawful behavior or ill-treatment. affecting animal welfare.

On July 10, Decree-Law No. 31 “On animal welfare”, approved months earlier by the Council of State, entered into force. The regulation responds to the concerns and needs raised for several years by animal lovers and organizations across the country and regulates the principles, duties, rules and purposes regarding the care, health and use of animals.
